Whatever is an OEC

My Filipino helper wanted to go back home earlier ahead of her two year contract. And then, there's the flurry of activities that ensued as I need to figure out how to help her sort out her home leave admin stuff . So here's some things I learnt as I fumbled my way through.  

Statement : OEC (overseas employment certificate) costs only $3 .

Fact 1: Applying for OEC at the Filipino embassy in Singapore costs $97.50. $3 is only one of the elements. Once it's applied, there's a certain validity period and during the time when her employment contract is still valid, subsequent home leave can be processed at $3.

Fact 2: She can apply for POEA back home in Phillippines. The way she had applied for when she first arrived was valid only for 3 months so she needs a fresh one. If she applies for fresh one back home, she may be asked to buy some insurance (which she is happy to do so as it covers her dependents). According to agent, doing it here in Sg or Philippines doesn't guarantee that she will come back. She has right to preterm her contract actually, without recourse to us (I only realise now). So since there's no difference, I'm indifferent to her applying for it here or there. 

For her, cost is a difference and if she applies from here, she needs insurance and a return ticket as proof but I don't think this is required in Philippines. 

Note: think it's best to have a letter of understanding to confirm that she herself has asked for earlier home leave as we are supposed to provide employment per contract. 

Anyway I still don't understand why it's so complicated for them to just go home.  Hope she comes back.
